Fences semi-broken

Currently you cannot place a fence attached to something (wall, other fence, whatever) if there is nothing solid below it. Ex. If you're trying to build, say, a lamppost, you can't go straight up with fence, then over and down with fence. The over and down will not place. You also can't do fencing under a canopy. I'm assuming this is something broken in either the Lamppost mod or the Gate mod as I tested on another 1.0 server I have access to, and I can do all these actions without any problems.

Yeah fences stacked currently also do damage, not fully sure why
